The subsidies are generally linked to the subsidy co- efficient value (244 TRY per decare), with the subsidy coeffici- ent for each item. It is evaluated that all farmers registered in ÇKS will benefit from basic subsidy, which aims to cover 50% of fuel expenses and 25% of fertilizer expenses for the rele- vant product, and this is considered to be significantly higher than the existing subsidy. Planned production subsidy will be provided for 13 strategic products and 1 product group if these products are included in the planned product pattern for the relevant basins, and it is determined by adding an amount equal to the basic subsidy. It is seen that planned production subsidy, together with basic subsidy, aims to cover 100% of fuel expenses and 50% of fertilizer expenses for the relevant product, and this is deemed realistic. The model is unique in its goal of sustainability and protection of the environment, particularly soil and water resources. In 11 provinces and 52 districts with groundwater restrictions, additional incentives will be paid to farmers who choose the desired crops for the basin, provided they comply with rotation rules. Thus, it is un- derstood that with the condition of planting the determined types of crops in these basins, all fuel and fertilizer costs can be covered. Destekler; temel destek, planlı üretim desteği, su kısıtı desteği, üretimi geliştirme desteği, kırsal kalkınma desteği ve fark ödemesi desteği şeklinde sınıflandırılmıştır. Des- teklerin genellikle destek katsayısı değeri (dekara 244 TL) üzerinden, her destek kalem için belirlenen destek katsa- yısıyla ilişkilendirildiği görülmektedir. ÇKS’ya kayıtlı tüm çiftçilerin temel destekten yararlanacağı, bu desteğin ilgili üründe mazot giderinin %50’sini ve gübre giderinin %25’ini karşılama hedefi güttüğü ve mevcut desteğin oldukça üze- rinde olduğu değerlendirilmektedir. Planlı üretim desteği- nin stratejik 13 ürün ve 1 ürün grubunda, ilgili havzalarda bu ürünlerin planlamaya konu ürün deseni arasında yer alması durumunda verileceği ve temel destek tutarı kadar tutarın ilavesi ile belirlendiği görülmektedir. Temel destekle birlikte planlı üretim desteğinin ilgili üründe mazot giderinin %100’ünün, gübrenin %50’sinin desteklenmesinin hedef- lendiği ve gerçekçi olduğu görülmüştür. Model; sürdürü- lebilirliği ve çevreyi özellikle de toprak ve su kaynaklarını koruması hedefi yönüyle de özgünlük içermektedir. Yeraltı su kısıtı olan 11 il ve 52 ilçede o havza için yetiştirilmesi is- tenen ürünleri tercih eden çiftçilere, münavebe kurallarına da uymaları şartı ile ilave teşvik ödenecektir. Böylece ilgili ürün veya ürün grubunda bu havzalarda belirlenen türlerin ekilmesi şartı ile mazot ve gübrenin tamamının karşılanabi- leceği görülmektedir.
