For the first time, subsidy will be provided for certified maize, sunflower, and cotton seeds that are bred and registered by universi- ties and public research institutions, and additional subsidy will be provided for cotton seeds used within this scope. This is expected to contribute to the development of the local and national seed sector. However, it is necessary to include the local and national private seed sector within the scope of subsidy. Additionally, it is understood that subsidy for the use of solid organic and organomineral fertilizers, as well as biological and biotechnical control subsidies, and organic and good agricultural practices, will continue with increased support. Setting the rental subsidy for pro- ducts listed in licensed wareho- uses at a level that covers 75% of the tariff determined by the Ministry of Commerce will en- courage the preservation of products until they reach their market value. While the significant increa- se in agricultural extension and consultancy subsidy is important, doubling the consultancy quota provided through institutional structu- res is expected to strengthen the expec- tations that scientific findings and technolo- gies will guide production. It is considered significant that deficiency payments will be made when necessary for products that are in short supply and included in the planning scope, taking into account the costs in the producti- on year and the prices in domes- tic and foreign markets. However, determining and announcing the- se payments before harvest for the relevant products is critical for the sustainability of the system. Therefore, particularly in the face of declining wheat cultivation areas due to re- duced profitability and farmers shifting to other crops, subsidy policies should aim to raise these areas back to 8 million hectares through production planning. We believe that if the new subsidy model, which is also linked to produc- tion planning, is developed in line with our recommendations, this target can be achieved. Üretimi geliştirme desteği altında verilen sertifikalı tohum- luk destekleri önemli ölçüde artırılmıştır. İlk kez üniversiteler ve kamu araştırma kuruluşlarınca ıslah ve tescil edilen çe- şitlerin sertifikalandırılan mısır, ayçiçeği ve pamuk tohumluk- larına destek verilecek olması, pamukta ise bu kapsamdaki tohumluk kullanımına ilave destek verilecek olması yerli ve milli tohumculuk sektörünün gelişimine katkı sağlayacağı değerlendirilmiştir. Ancak, destek kapsamı içerisine yerli ve milli özel tohumculuk sektörünün de dahil edilmesi ge- reklilik arz etmektedir. Ayrıca, katı organik gübre ve organo- mineral gübre kulanım desteklerinin, biyolojik ve biyoteknik mücadele destekleri ile organik ve iyi tarım destekleri- nin artırılarak devam edeceği anlaşılmaktadır. Lisanslı depolarda listelenen ürünlerde kira desteğinin Ticaret Bakanlığı’nın belirlediği tarifenin %75’ini karşılayacak düzeyde belirlenmesi, ürününün pazar değerini buluncaya kadar muhafazasını teşvik etmeye etkisi olacaktır. Tarımsal yayım ve danış- manlık desteğinin önemli ölçüde artırılması önemli ol- makla birlikte kurumsal yapılar üzerinden verilen danışmanlık kotasının iki katına çıkarılması, bi- limsel bulgu ve teknolojilerin üretime yön vermesi beklentilerini güçlendire- ceği düşünülmektedir. Arz açığı olan ve planlama kapsamına alınan ürünlerde üretim yılındaki maliyetler ile iç ve dış piyasalarda- ki fiyatlar dikkate alınarak gerektiğinde fark ödemesi yapılacak olması önemli görülmüştür. Ancak bu öde- melerin ilgili ürünlerde hasat öncesi belirlenip, ilan edil- mesi sistemin sürdürülebilirliği açısından kritik önemdedir. Bu nedenle özellikle destek politi- kaları, üretim karlılığının azalması, çiftçi- lerin farklı ürünlere kayması karşısında azalan buğday ekim alanlarını üretim planlaması ile yeniden 8 milyon hektar seviyesine çıkarılması hedeflenmelidir. Üre- tim planlaması ile de ilişkilendirilen yeni destek modelinin önerilerimiz ile geliştirilmesi halinde, bu hedefin gerçekle- şebileceği kanaatindeyiz.
