COVER STORY • KAPAK DOSYASI 30 FEED PLANET / July - August 2020 • temmuz - ağustos 2020 Devlet, lisanslı depoculuğun geliştirilmesi ve yaygın- laştırılması amacıyla; bu alanda yatırım yapacak işlet- melere, lisanslı depolara ürün teslim eden mudilere ve lisanslı depolardan ürün alım-satımı yapan tüccar ve sanayicilere çeşitli destek ve teşvikler sağlamaktadır. Bu kapsamada lisanslı depoculuk yatırımı yapacak lisanslı depo işletmelerine; yatırım dönemleri için % 50 faiz indirimli olarak 50 milyon TL’ye kadar uzun vadeli kredi kullandırılmaktadır. Ayrıca; lisanslı depoculuk yatırımları bölgesel destek- lerden yararlandırılacak yatırım konuları arasına dahil edilmiş olup, 1-2-3-4-5’nci bölgelerde kurulacak tüm lisanslı depo işletmeleri 5’nci Bölgede, 6’ncı bölgede kurulacak lisanslı depo işletmeleri kendi bölgesinde değerlendirilmektedir. Bu kapsamda; KDV istisnası, vergi indirimi, sigorta primi işveren hissesi desteği, ge- lir vergisi stopaj desteği, sigorta primi desteği ve faiz desteği sağlanmaktadır. Lisanslı depolara ürün teslim eden mudilere; ürünle- rini lisanslı depolarda muhafaza etmeleri durumunda, Çiftçi Kayıt Sisteminde (ÇKS) Kayıtlı çiftçilere her ürün grubu için 750 TL’yi geçmemek üzere ton başına 25 TL nakliye desteği, yetkili sınıflandırıcılarca yapılacak analizler için parti başına 25 TL analiz ücreti desteği, Elektronik Ürün Senedi (ELÜS) karşılığında kredi kul- lanmaları halinde senet tutarının % 75’ine kadar azami 9 ay vadeli olarak kullanacağı kredi için % 100 faiz desteği, en fazla 6 ay süre ile aylık ton başına; buğday, Electronic warehouse re- ceipts issued against the products stocked by pro- ducers, traders, and indus- trialists can be pledged to obtain credit from financial institutions. The government provides various support and incen- tives to businesses that will invest in this field, to the depositors who deliver products to licensed ware- houses and to traders and industrialists who buy and sell products from licensed warehouses. In this context, licensed warehouse businesses that will invest in licensed warehousing are provided with a 50% interest discount for up to 50 million TL for their investment periods. In addition, licensed warehouse investments are in- cluded among the investment subjects that will benefit from regional supports. All licensed warehouse busi- nesses to be established in regions 1-2-3-4-5 shall be considered in the 5th region and licensed warehouse enterprises to be established in the 6th region shall be considered in its own region. In this context; VAT ex- emption, tax deduction, insurance premium employ- er's share support, income tax withholding support, insurance premium support and interest support will be provided. For depositors who deliver products to licensed warehouses; in case they store their products in li- censed warehouses, 25 TL per ton shipping support for each product group and 25 TL analysis fee per lot for the analyzes to be made by authorized classifiers is being given to the farmers registered in the Turkish Na- tional Registry of Farmers (ÇKS) up to an upper limit of TL 750. In case they use credits in exchange for Elec- tronic Warehouse Receipts (ELÜS) a 100% interest support up to 75% of the bill amount with a maximum term of 9 months is being given.
