In contrast, most animal feed and other pet food items, such as bird and fish food, are subject to zero or 1 percent VAT, with only a few exceptions. BIOTECH REGULATIONS IN TÜRKIYE HAMPER GROWTH IN PET FOOD PRODUCTION Pet food is subject to stringent regulations in Türkiye, alig- ning with EU standards and regulations. MinAF meticulously oversees the entire process of pet food production or impor- tation to its sale in the market. However, importers have rai- sed concerns regarding the high cost of sampling and testing fees, as well as the lack of uniformity in inspection procedures across different ports. According to insights from industry analysts, a significant regulatory hurdle faced by the pet food industry in Türkiye, as corroborated by the USDA’s findings, is the restriction on the utilization of plant materials derived from biotechnology. This restriction applies to both finished pet food products and ingredients, regardless of whether they are imported or do- mestically sourced. INCREASED IMPORT AND EXPORT ACTIVITY IN TÜRKİYE’S PET FOOD INDUSTRY Data from the USDA indicates that the surge in demand for dog and cat food in Türkiye over the past decade has been accompanied by a notable increase in domestic production. However, the surge in demand has outpaced domestic pro- duction capacities, resulting in a notable rise in the importati- on of pet food. Over the last five years (2018-2022), imports of dog and cat food have doubled both in terms of value and volume. See chart below. Notably, in 2022 alone, pet food imports witnessed a year-over-year growth exceeding 30 per- cent, reaching 77,000 metric tons valued at $136 million. Fran- ce, Hungary, and Serbia emerged as the top three suppliers during this period. kadar başarısızlıkla sonuçlandı. Bakanlık, evcil hayvan mamalarının üretiminden ithalatına ve piyasada satışına kadar tüm süreci titizlikle denetliyor. Ancak ithalatçılar, numune alma ve test ücretlerinin yüksek maliyeti- nin yanı sıra farklı limanlarda denetim prosedürlerinin tek tip olmamasıyla ilgili endişelerini dile getiriyor. Sektör analistlerinin görüşlerine göre, Türkiye’de biyotek- nolojiden elde edilen bitki materyallerinin kullanımına geti- rilen kısıtlama evcil hayvan maması sektörünün karşılaştığı önemli bir mevzuat engeli olarak değerlendiriliyor. Bu kısıt- lama, ithal ve yerli fark etmeksizin, hem hazır evcil hayvan maması ürünleri hem de içerikleri için geçerli. TÜRK HAYVAN MAMASI SEKTÖRÜNDE ARTAN ITHALAT VE IHRACAT FAALIYETLERI USDA’nın raporu, Türkiye’de son on yılda kedi ve köpek mamalarına yönelik talep artışına, yerli üretimde kayda değer bir artışın eşlik ettiğini gösteriyor. Bununla birlikte, talepteki artış yerli üretim kapasitelerini geride bırakarak evcil hayvan maması ithalatında kayda değer bir artışa yol açmıştır. Son beş yılda (2018-2022), köpek ve kedi maması ithalatı hem değer hem de hacim açısından iki katına çıktı. Aşağıdaki tabloya bakınız. Özellikle, sadece 2022 yılında evcil hayvan maması ithalatı bir önceki yıla göre yüzde 30›un üzerinde bir artış göstererek 136 milyon dolar değerinde olan 77 bin tona ulaştı.
